
Program Analyst – Division of Mental Health and Addiction Services, Department of Health Services
Organizational Overview:
The Bergen County Division of Mental Health and Addiction Services assures that Bergen County residents of all ages who need treatment of a mental health illness or addiction have access to care. The Division raises awareness that mental illness and substance use disorders are a disease and shares information about local resources countywide.
Job Description:
This employment opportunity is to serve as a Program Analyst with a focus on contract management functions. Under the direction of the Division Director, the Program Analyst will manage contract processes and contract monitoring activities that include bid preparation, contract execution, and monitoring and assuring deliverables are met. They will also gather information to analyze and evaluate the effectiveness of current or projected operating programs; prepare reports, recommends program changes; does other related work. They will support and promote education, awareness, prevention, treatment and recovery efforts relating to mental health and substance use.
Job Responsibilities:
- Gathers and analyzes data on program operations.
- Conducts site visits as assigned.
- Identifies actual or potential problem areas, trends, program accomplishments, or other significant factors.
- Reviews operational programs and activities to evaluate their effectiveness.
- Recommends changes in program objectives, operations and use of resources.
- Prepares reports.
- Establishes and maintains records and files.
- Attends and takes part in training and meetings as assigned.
- Represents Division at public events as assigned.
- Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Schedule:
- Full time (40 hours/week) Monday – Friday
- Voluntary overtime as needed for community event coverage
Education and Experience Requirements:
Applicants must meet one of the following or a combination of both experience and education.
Five (5) years of professional experience in the review, analysis and evaluation of operating programs in an agency or organization.
or
Possession of a bachelor’s degree from an accredited college or university in Public Health related field or Teaching; and one (1) year of the above-mentioned professional experience.
Other Requirements:
- Bilingual Spanish/English candidates are strongly encouraged to apply (must be able to read, write, speak, and understand both languages sufficiently to perform duties)
- Strong verbal and written communication skills.
- Proficiency in Microsoft Office Suite, including Teams, Word, Outlook and Excel programs.
- Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
- Appointees will be required to possess a driver’s license valid in New Jersey to perform essential duties of the position.
