Bergen County residents.
The County of Bergen offers various
shared service opportunities for municipalities
within and outside of the County.
Employee Assistance Program (EAP)
Provides Employee Assistance Program services to local entity’s employees including grief counseling, alcohol and drug counseling, employee conflicts and mediation, personal and family wellness, referral services, and management consultations.
Cost: Per employee basis (2024 approximate $22 per employee).
Fiber Optic Internet Service
Allows County to serve as local entity’s internet service provider through countywide fiber optic network. Provides fast and reliable data connection that is exclusive for public entities, no bandwidth throttling, and 24/7 customer service support. This service includes complimentary cybersecurity training for local unit employees as well as a free IT assessment.
Cost: Flat monthly fee – $150/month for Borough Hall, $75/month for Municipal Library.

Street Sweeper
Allows local entity to borrow County- owned street sweeper for use on local
roads (subject to availability).
Cost: $1,500 per week when borrowed. This contact may be entered into on a standby basis and is only charged if work is performed.
Vehicle Maintenance and Repair Services
Allows local entity to have Bergen County’s Mechanical Services Garage service and repair vehicles (including
buses).
Cost: Varies based on work needed, generally at or below market rate. This contract may be entered into on
a standby basis and is only charged if work is performed.
Borrowing of Heavy Equipment
Allows local entity the use of heavy machinery such as bulldozers and backhoes.
Cost: No charge.
Use of Truck Rinse Bay

Allows public entity the use of our new semi-automatic rinse bay to remove salt and grime from trucks, beds, and salt spreading equipment.
Cost: Varies based on services needed.
Health Officer
Allows local entities to use the County as the municipal Health Officer. This includes public health nursing, health promotion, and registered environmental health specialist (REHS) services. Nursing oversight for non- public schools is available at a separate shared services agreement.
Cost: Charged on per-resident basis. (2024 approximate $1.40-$1.50 per resident) Services based on inspections required.
Septic/Well Services
Includes septic system and well plan reviews, inspections, investigations, and consultation services.
Cost: Charged on hourly basis (2024 approximate $78-82 per hour).
Animal Control
Allows County to serve as municipal Animal Control Officer. Includes wildlife rescue, deer carcass removal, feral cat TNR program subject to locally controlled colonies, and gives residents ability to surrender animals to Bergen County Animal Shelter (subject to availability)
Cost: Charged on per-resident basis (2024 approximate $1.50-$1.60 per resident).
Bloodborne Pathogen Program
Allows County to provide training, program development, and review maintenance of BBP exposure control plans and post-exposure support.
Cost: Per person trained, additional cost of County assumes administrative oversight.
Flu Vaccine
Provides flu vaccine doses to local entity. BCDHS can administer vaccine at additional cost per recipient.
Cost: Per syringe cost, plus per-recipient if BCDHS administers vaccine.
911 Communications and Dispatch
Provides 911 Communications and Dispatch services over the County’s trunked radio lines to the state of the art Public Safety Operations Center in Mahwah. 911 Communications is available as a standalone agreement
without dispatch services at no cost.
Cost: Varies for town and call volume.
Borrowing of County Emergency/Non-Emergency Equipment
Allows local entity to borrow County- owned equipment when needed (such as light towers, barriers, signboards, etc. – subject to availability).
Cost: No charge.
